Competitive Selection of Proposals for

courier and transport services

RetuRO SGR, the administrator of the Deposit-Return System in Romania, is launching a competitive selection of offers aimed at identifying and contracting one or more qualified suppliers to provide courier and transport services for the distribution and logistics of the system's accessories (bags, seals) to retailers throughout Romania.

The selection of offers will take place entirely on the Coupa platform.

The main objective is to ensure a reliable, traceable, and efficient delivery service. Suppliers are requested to submit detailed information about the company, the distribution network, API integration capabilities, and operational performance, in order to allow a complete and fair evaluation of offers. The cost structure will be filled in directly in the Coupa platform, and suppliers are requested to upload Annex 2 (the case study) completed in full and correctly.

The selected suppliers will be API integrated with the delivery management platform Innoship and will be required to meet high standards of traceability, data accuracy, and operational performance.

Main requirements: real-time API integration, automated reporting, management of delivery documents, GDPR compliance, and meeting performance indicators.

Deadline for submission of offers โ€” EOBD

All offers submitted in response to this RFP must be delivered no later than 15 May 2026, by the end of the business day. 

3May 29th, 2026 

Evaluation of offers and communication of the shortlist

The evaluation of offers is estimated to take place by 29 May 2026. This may include a visit to your warehouse, a demonstration of the WMS application, the SOP proposal, and a meeting session with the team. 

4June 5th, 2026 

Additional clarifications and BAFO

If necessary, we reserve the right to request additional information and/or to conduct on-site visits, following which suppliers will be invited to submit their Best and Final Offer (BAFO). 

5June 30, 2026 

Contract award and alignment

Conclusion and signing of the contract by 30 June 2026.
