Scope of the competitive selection
RetuRO SGR, the administrator of Romania’s national Deposit-Return System DRS, is launching a competitive offer selection process aimed at identifying and contracting a qualified supplier for the supply of pull-tight security seals with unique barcoding, for plastic bags used within the DRS collection process.
The main objective is to ensure traceability and security of the collected packaging throughout the entire DRS process, in compliance with applicable regulations. Suppliers are kindly requested to submit detailed information about their company, products, and commercial conditions, in order to enable a complete and fair evaluation of the offers. Suppliers are also encouraged to carefully review all requirements and submit the documentation fully and accurately completed.
Selection timeline
RFP publication: 13 March 2026
Q&A period (suppliers may submit questions): 20 March 2026
First round – offer submission deadline: 26 March 2026
Shortlist communication: 02 April 2026
Second round Q&A (incl. possible site visit by RetuRO): Until 15 April 2026
BAFO – Best and Final Offer submission deadline: 22 April 2026
Award decision and notification: 30 April 2026
Contract alignment & signature: Until 31 May 2026
